The Target 2050 approach was developed by Severn Wye Energy Agency with Stroud District Council in 2006 and has now been applied in a range of projects seeking to reduce carbon emissions from homes, business premises and community buildings in Stroud District and beyond.
The name refers to the UK’s target for reducing carbon emissions by the year 2050, which is currently an 80% cut against a 1990 baseline, as set out in the Climate Change Act 2008.
Energy survey
The approach consists of a holistic energy survey covering all possible options for reducing carbon emissions, including both energy efficiency and renewable energy measures. The survey report identifies the measures that are cost-effective and practical to carry out immediately, as well as those which might be undertaken in conjunction with other improvements in future years.
As fuel prices inevitably rise over time, some measures which are not cost-effective today may become more attractive. Similarly, the arrival of new funding sources and mechanisms may also tip the balance in favour of certain measures, as has been seen recently with the upsurge of interest in solar PV following the introduction of the Feed in Tariff.

The idea is to leave the client with an advice report that they can refer back to when making decisions in future.
Action plan and follow up advice
The survey is followed by development of an action plan with the client and further practical advice leading towards adoption of measures: exploration of options where choices exist, specification for measures, finding local installers, advice about external funding where available (or making a case for cost-effectiveness), advice about energy monitoring and how the habits and choices of building users can complement energy saving improvements.
Local installer network
The Target 2050 approach also includes development of the supply chain for the measures we are recommending. We now have a network of over 100 companies active in and around Gloucestershire installing the full range of insulation, heating systems and renewable energy technologies.
